An article on how to obtain an additional amateur radio call sign for the purpose of radio training.

Introduction

For the purpose of radio communication training, you can obtain an additional call sign, type RY, from the Main Radio Frequency Center (GRFC).#&&& and operate it on the frequencies allowed for the training radio station. The educational radio station must have the 1st or 2nd category.

Base: order of the Ministry of Telecom and Mass Communications of Russia dated January 12, 2012 No. 4 “On approval of the Procedure for the formation of call signs for the identification of radio-electronic equipment for civil purposes,”
Chapter VIII "Generation of call signs for identification of radio stations in the amateur and amateur satellite service",
paragraph 8.1 => it is allowed to have a second additional permanent call sign from the RY series#&&& "for identification of electronic devices used for training purposes by persons having the first and second qualification categories."

Background

I needed to get a call sign for a family member to operate in the 70cm band (430-440 MHz). Going on air using a radio station registered to me, with a power of 5 W.

Why not LPD, PMR?

for operation in the indicated ranges, the maximum power of the radio station is allowed to be 0.01 or 0.5 W, respectively, but I don’t want to break the law - article of the “Code of the Russian Federation on Administrative Offenses” (CAO) dated December 30, 2001 N 195-FZ

*article 13.4 part 3- punishable by a fine of 3 to 4.5 thousand rubles from 05/30/2025 (new fines from 05/30/2025 approved by the Federal Law "On Amendments to the Code of the Russian Federation on Administrative Offenses" dated November 30, 2024 N420-FZ).

An amateur radio call sign opens up a wider range of frequencies and power. For example, in the range of 70 cm (430-440 MHz) a power of up to 10 W and a frequency grid step of 12.5 kHz are allowed in a wider range of 430-440 MHz, according to the frequency plan of the first region of the IARU.

Brief information about the formation of call signs and registration of radio stations

1) The main document defining the use of the radio frequency spectrum in the Russian Federation is the Federal Law of July 7, 2003 No. 126-FZ “On Communications”.

2) To legally work on the air, the civil service needs an identification call sign. The issuance of call signs is carried out by the Federal State Unitary Enterprise "Main Radio Frequency Center" (FSUE "GRFC") - GRFC, which operates in accordance with the Regulations on the Radio Frequency Service, approved by Decree of the Government of the Russian Federation of August 14, 2014 No. 434 (hereinafter referred to as the Regulations on the Radio Frequency Service).
3) The procedure for the formation of call signs for the identification of radio-electronic equipment for civilian use was approved by Order of the Ministry of Telecom and Mass Communications of Russia dated January 12, 2012 No. 4 (The procedure for the formation of call signs) determines the procedure for issuing call signs to radio amateurs of all regions of the Russian Federation.
4) Registration of radio-electronic equipment occurs in accordance with Order of the Ministry of Telecom and Mass Communications of Russia dated January 13, 2015 No. 2 “On approval of the list of technical characteristics and radiation parameters of radio-electronic equipment and high-frequency devices, information about which is attached to the application for registration of these equipment and devices, forms of certificates of registration of radio-electronic equipment and high-frequency devices and forms of certificates of formation of call signs for identification signals.”
5) To register radio stations with Roskomnadzor, you need to check the Decree of the Government of the Russian Federation dated October 12, 2004 No. 539 “On the procedure for registering radio-electronic equipment and high-frequency devices.”

In the context of obtaining a call sign for the purposes of radio communication training, I am interested in the document "The procedure for the formation of call signs for the identification of radio-electronic equipment for civilian use was approved by Order of the Ministry of Telecom and Mass Communications of Russia dated January 12, 2012 No. 4 (The procedure for the formation of call signs)."

What does the document “Procedure for the formation of call signs for the identification of radio-electronic equipment for civil purposes”, approved by Order of the Ministry of Telecom and Mass Communications of Russia dated January 12, 2012 No. 4 (Procedure for the formation of call signs) say about training call signs?

Order of January 12, 2012 N 4 ON APPROVAL OF THE PROCEDURE FOR FORMATION OF CALL SIGNALS FOR IDENTIFICATION OF RADIO ELECTRONIC EQUIPMENT FOR CIVIL PURPOSE:

VIII. Formation of call signs for identification
radio stations of amateur and amateur satellite services
8.1. To identify all RES of the owner of an amateur radio station, regardless of their location, only one call sign of permanent use is generated, with the exception of the formation of a second (additional) permanent call sign from the RY series#&&& for identification of electronic devices used for training purposes by persons with the first or second qualification category.

Obtaining a permanent call sign from the RY series#&&& is allowed for the purpose of learners if the one doing the training already has a first or second category. This condition is met because I have the second category. All that remains is to submit the documents.

application for the formation of the call sign RY compiled by me for training purposes according to form for "FL-PS-RS", in which I first referred to clause 8.1 of “Order No. 4 of January 12, 2012”, and in the table I indicated my full name, address, passport of the Russian Federation, “amateur radio service”, my e-mail addresses and telephone numbers for communication. I printed the application on a printer, signed it and, using the scanner built into the MFP (multifunctional device), converted it into electronic form (scanned copy in PDF format).

7) Clicked “Submit” and Confirmed sending.

The application has been sent to GRCHTS!

8) A couple of weeks later I called the GRCHTS Hotline (published on the website grfc.ru and in VK group). I was told that the response time for the request is 30 days!

9) After 30 days plus 1 day, a response appeared in the “Applicant’s Account” section Conclusions:

10) Attached to Conclusion there is the document itself - Certificate of formation of a new permanent identification call sign, with electronic signatures.

I downloaded the DMTLS document in Word format and printed it.

Below, out of sight, on the GRChTs response form there is another attachment - the electronic signature of the Certificate:

Thus, the training call sign from the RY1* series was successfully received.
