The identification call sign is registered at the Main Radio Frequency Center (GRFC), and the equipment is registered at the regional Roskomnadzor. In connection with the transition to online services, the applicant’s office of the GRCHTS was opened. I will share my experience in renewing an amateur radio call sign and registering radio-electronic equipment.

Introduction

A radio amateur must always have with him, along with the radio station, in addition to his identification card, two documents (Note: they should be printed on paper, because the traffic police / police department may refuse to read the information from the screen of your smartphone):
1)certificate of formation of an identification call sign(issued by GRChTs in Applicant's office).
2)extract from the register of radio-electronic equipmentto the radio station (sent by Roskomnadzor to the radio amateur by email in response to his Application and List of technical characteristics of the radio-electronic device).

Re-registration of an amateur radio identification call sign is no different from registration.
The difference between re-registration and registration is that when the re-registration deadlines are met (from six months, but no later than a month before the expiration date), you retain your old call sign. If you miss the deadline, a new call sign can only be obtained by retaking the exam, but in this case the old call sign will be lost (the prefix and suffix will change) and, possibly, the category of the radio station will change.

Reasons for registering the call sign of an amateur radio station:

  • passing the exam to obtain the first permanent call sign
  • increase in qualification category (from 4 to 3 or 2 or 1)
  • change the call sign of the first category from a 5-digit call sign to a 4-digit one
  • change of the registration address of the owner of the radio station (place of permanent or temporary registration) of the amateur service or the postal address of the applicant.
  • receiving an identification signal for foreign citizens who have a residence permit (residence permit) on the territory of the Russian Federation (call signs of the type RE1*** or RE1**) - validity period as for call signs of citizens of the Russian Federation - 10 years.
  • receipt of a temporary identification signal (except for radio-electronic means of foreign citizens during their temporary stay on the territory of the Russian Federation) - formed in exceptional cases, for example, for memorial radio stations, for a period of up to 3 months
  • obtaining a temporary call sign for radio stations of Antarctic expeditions, drifting polar stations (type RI0***) and space-based objects (type RS0***) - valid for 2 years.
  • receiving an identification signal for in-person radio sports competitions included in the unified calendar plan of the federal executive body in the field of sports, the executive body of the constituent entity of the Russian Federation in the field of sports (type R00**);
  • training call sign for a family member (type RY1****)
    The validity period of the certificate of formation of a permanent call sign is no more than 10 years.

    Grounds for re-registration of an identification call sign:

  • change of surname or first name of the owner of the call sign
  • replacement of a passport of a Citizen of the Russian Federation
  • change of registration (registration) or place of registration of a citizen.
  • change of residence (accompanied by the transfer of a radio station from one QTH to another)
  • approaching the expiration date of your call sign (extension of the identification call sign).

    Grounds for cancellation of an identification call sign:

  • upon application of an individual with a request for cancellation of the identification call sign
  • at the request of an individual to form a new call sign for identification of RES, in order to replace the previously formed call sign.
  • in case of termination of validity of documents certifying the right of an individual to use the radio frequency spectrum of the RES, for identification of which the call sign was formed.
  • upon expiration of the certificate, if it has not been reissued in the prescribed manner or if an application for its reissue has not been submitted in advance (at least thirty days in advance);
  • use of RES for illegal purposes, harmful to the interests of the individual, society and the state;
  • in case of detection of inaccurate or distorted data in the applicant's application;
  • for failure to comply with the conditions (requirements) for the use of the radio frequency spectrum,

A new check of the requirements for the formation of a call sign for identifying the owner's radio electronics can be carried out no earlier than 6 months from the date of cancellation with a mandatory re-check of operational and technical readiness by the radio frequency service enterprise.

It should be noted that if you miss the expiration date of your call sign when renewing, your call sign will be revoked and you will have to take the exams again. "In order to extend the validity period of a call sign, it is recommended to submit an application for a new certificate of formation of a call sign (application for extending the validity period of a call sign)" 6-12 months and no later than thirty days before expiration"(c) GRCHTS.

After registration or re-registration with the GRChTS, the radio amateur will receive a document "Certificate of formation of a call sign identifying a radio station of an amateur radio station" in electronic form. You should print it out and have it with you.

What is the "Applicant's Office"

The applicant's new account is an automated system based on web technologies for the interaction of citizens of the Russian Federation with the Main Radio Frequency Center. Login through your State Services account.

The initial page of the "Applicant's Account" has the address https://online.grfc.ru/kz/.

Stages of submitting an application to the GRChTs for issuing a certificate of formation of a call sign

1. Preparing to submit an application

  1. Must have confirmed state Services record. Confirmed means that they not only created it at State Services, but also confirmed their identity at the Multifunctional Center (MFC).
    1. INN and SNILS must be filled out in the “Government Services” profile https://www.gosuslugi.ru/, then there will be no problems when submitting an application and the applicant’s office will recognize you.
  2. We prepare the exact postal code and residential address. The correct spelling of your address can be obtained on the website Russian Posts-Index search

  3. When renewing a call sign => keep the old certificate of formation of the call sign on hand - in order to write its number in the Application if necessary.

    1. To register the application, you will need the TIN, series and number of the Passport of a citizen of the Russian Federation. You can find out your TIN at "Government Services", in the section Documents and data, if you added it to your profile earlier. Otherwise, the TIN needs to be found out using the tax service service "Find out TIN".
  4. SNILS - “Individual Personal Account Insurance Number” is a light green A6 card issued by the Pension Fund to every citizen of the Russian Federation.

1. Registration, printing and signing of the FL-PS-LS application

Radio amateur - Before submitting an application, an individual needs to download the recommended application form from the GRChTs website

Since I have already had a call sign, the call sign was being renewed, in the paragraph “Basis” in the application I indicated “Issuing a certificate without creating a call sign".

In the new application form FL-PS-LS, posted on the GRChTs website, clause 10 “Bases” is missing, therefore it is not mandatory.

List of options for the values of the "ground" item to be indicated in the application (old version of the form):

  • registration of a certificate without creating a call sign;
  • change of qualification category;
  • change of place of residence;
  • formation of a call sign for training beginners at their radio station;
  • formation of a call sign of four characters.

Attention: there are three addresses: “Registration Address” and “Temporary Stay Address” and “Radio Station Location Address” (may or may not coincide). In the statement in paragraph 2 indicated Residence address according to the Russian Federation Passport (“registration”), and in paragraph 7 “Mail address of the applicant (indicated if different from the registration address)” I entered Actual address of the radio station, which is not true. It is correct to indicate in paragraph 7 what is being asked -postal address equal to the registration address (registration). Letters from Roskomnadzor will be sent to this mailing address - note dated 07/25/2023.

After filling out the application, I printed it out on an MFP (multifunction device), signed it with a blue fountain pen, and converted it into a scanned copy. Scanning resolution - 300 dpi, with color. Saved to file application.pdf.

Also,when renewing a license or upgrade it is necessary to scan a document for a valid call sign: CERTIFICATE OF FORMATION OF AN IDENTIFICATION CALL SIGN FOR AN AMATEUR RADIO STATION RADIO AMATEUR LICENCE.

If the applicant receives a call sign for the first time or upgrading- you need a scan in PDF format of an extract from the examination protocol for the amateur radio category, which is issued by the Qualification Commission at the territorial Radio Frequency Center (RFC) or the local branch of the Union of Radio Amateurs of Russia (SRR) after successfully passing the exam.

(Addition from 04/21/2025. To pass the exam in the Union of Radio Amateurs of Russia (SRR), you need to join the Union. To do this, as far as I remember, you need to fill out an application form and pay an entrance fee. Why you need to come to your local amateur radio club (radio club) during its opening hours. The radio club does not operate in the summer months, as the exam organizers go to their dachas until September 1. The work schedule, telephone number and procedure for entering the radio club are announced by the presenter at weekly round tables in the “2 meter” band (145.550 MHz or the main city repeater). To join the Russian Radio Amateur Union, you may need a 3x4 cm photograph. Exam times and computer software requirements for video conferencing. After the COVID-19 epidemic, the exam for the amateur radio category in the Russian Radio Amateur Union is being held online. A web camera with a microphone should be installed in such a way that it is clear that there are no strangers in the room who could provide answers to questions. Retaking the exam at the Radio Frequency Center is paid, but at the regional branch of the Union of Radio Amateurs it is free. The fee for passing each exam at the RFC is about 2,000 rubles. Radio operators who are confident in their knowledge can try to pass directly to the first category, bypassing the intermediate 4, 3 and 2).

The SNILS field is not filled in and is not available for editing.

Those who have already registered on the "Applicant's Account" website will receive an error message "The 'Email' field contains the non-unique value 'callsign@mail.ru'". You need to use a different address from the previous one. For example, your GMail or Yandex address. Then the email address will be verified.

If you want to save your old e-mail (and related correspondence with GRCHTS), go through the binding procedure - it is somewhat more complicated, because you need to call the "Hotline" by phone in Moscow: + (495) 748-38-98 and ask the operator "Linking my e-mail to your State Services account". Then dictate over the phone your old e-mail address, to which a profile was previously created in the Applicant’s Account.

3. Submitting an application for registration/renewal of call sign

In any case, when registering or re-registering an amateur radio call sign, you need to click on the link "Form a call sign"

and fill out a radio amateur form. On the web page you will be asked to familiarize yourself with the procedure for providing the service.

Please check all data carefully before the final stage - sending. You cannot press the "Back" button, because... the data is cleared.

Before sending, carefully read the PDF application file and check the address - it must match your current address of residence on page 5 of the Passport of a Citizen of the Russian Federation.

4. Waiting for the application to be considered through the “Applicant’s Account” of the GRCHTS

Next, the application is accepted for work with the assignment of application number No. 1234567 dated December 29, 2020.
At the same time, in Office of the applicant GRCHTS the “Agreements” section receives information (+1) that an agreement has been concluded with GRCHTS.

Application processing time at GRCHTs -30 calendar days(as of January 29, 2025 - response received from the “Hotline” of the GRCHTS +7 (495) 748-38-98.).

Then, the status of the application consideration is periodically sent by e-mail.
In your Personal Account on the left side of the window you can see changes in the status of consideration of applications.
After reviewing the request, the item "Conclusions +1". We click on it with the mouse.

6. Uploading the result file through the "Applicant's Account"

Once your request has been processed in "Applicant's office" new entries will appear. You should click on the link "Conclusion" and save all files to your computer. Main file - Certificate of call sign formation in RTF format. It should be opened in LibreOffice Writer or MS Word and printed, laminated or placed in a transparent A4 file, and placed in a paper folder.

!!P.S.What to do if you don’t have a State Services account or it’s difficult to understand the “Applicant’s Account”?

Conclusion: before registering a radio-electronic device, it must be either new (from a store) or de-registered, or the period in the RES and VChU register has expired (10 years). Registered RES must be registered with Roskomnadzor by the previous owner before sale - otherwise the new owner will not be able to register the transceiver, because he is listed in the RES and VChU database under a different call sign.

Documents are prepared for each radio station separately (application and list of technical characteristics).
After printing and signing the statements and technical specifications in in paper form, they need to be sent by registered mail by mail or by email in scanned form.

Email @mail.ru currently reaches Roskomnadzor without any problems and is not blocked as spam (previously I used an alternative mailbox to @gmail.com to send emails).

They called me from Roskomnadzor from landline +7812 and asked me to send original application via Russian Post. - note dated 02/21/2025.

It seems that in 2025 something has changed in RKN. It makes sense to send an application not only via e-mail, but also by Russian Post. I had to go to the post office and buy an A4 envelope and put it in it three documents:
1) original signed application for registration of equipment - according to the number of radio stations,
2) original application with a list of equipment characteristics - according to the number of radio stations,
3) a printout of your certificate of formation of the identification call sign received from the GRFC.
After which I sealed the envelope with the documents and wrote the address with my own hand -To: roskomnazdor of St. Petersburg, its postal address and index. From: Your postal address and zip code, phone number. Give the envelope to the Russian Post operator. Price for sending a registered letter: depending on weight, about 114 rubles. Registered mail allows you, if desired, to track the delivery process. To do this, you need to know its track number (mail ID). The departure track number is printed on the receipt and consists of 14 digits.

After registering the equipment, Roskomnadzor will send extracts from the register of RES and VCHU with signatures to your e-mail address.


Obtaining an extract from the register of RES and VChU

Instead of the old document “Registration Certificate of RES”, now the main document confirming the registration of a radio station is an extract from the Register. During the initial registration of the RES, this extract is sent by email and the owner must have it. But if for some reason the extract is missing, you must obtain it. This is done using a free government service:
* State service "Providing an extract from the Register" on the State Services website.

An extract from the Register is generated and provided in the following cases:
a) during the initial registration of RES and VChU;
b) when making changes to an existing entry in the Register;
c) at the request of the applicant.

The request from an individual shall indicate the following information:
a) registration number,
b) last name, first name, patronymic (if available), details of the identity document.

If there is no record number (for example, the RES was registered before the new registration procedure began), the application must additionally indicate information about the registered RES and HF unit: the number of the permit to use radio frequencies or radio frequency channels (if available), type, name, address of the installation site (territory of use) and geographic coordinates of the installation site of the RES and HF unit.

First I sent the first application - “about deregistration of radio stations” from request to remove from registration and attachment zayavl_unreg.pdf(printed on a printer, signed with a blue pen and scanned in color with a resolution of 300dpi into a PDF file), on the same day, after a while - “about the registration of radio stations” with attachments Zahayvl_VX6R.PDF and Zayavl_7800R.PDF (also printed, signed and scanned into a PDF file).
