Problems with launchpad.net and PPA repositories

When executing the command sudo -E add-apt-repository ppa:имя_репозитория the error "Failed to download the PPA: HTTPSConnectionPool(host='launchpad.net', port=443): Read timed out. (read timeout=10)" is displayed.

Trying to add a repository "add-apt-repository" today results in an error. What is the reason?

As you can see, the owners of the server (owned by Canonical) acknowledge problems with access to Launhpad.net on April 8, 2024.

Second service: https://www.isitdownrightnow.com/launchpad.net.html shows the same problem - DOWN: Launchpad.net is DOWN for everyone.
